Program Info
The major components of the IHS Health Care Delivery System are as follows:

CHS is NEITHER AND ENTITLEMENT PROGRAM NOR INSURANCE PLAN and each facility is required to operate within their budget. Funds for this program are appropriated by Congress on a yearly basis to IHS and then through each Area Office (Bemidji-Wisconsin, Minnesota and Michigan) to each Tribe. Because these funds are limited by finite annual appropriation, some CHS medically indicated referrals are not within established and funded medical priorities and therefore, some referrals cannot be paid with CHS funds.

What are contract health services?
These are health services which are provided to eligible individuals at the expense of Indian Health Service (IHS) & purchased from public or private facilities.

Access to CHS is through referrals by physician or clinic staff. This includes referrals for medical services not available at the Red Cliff Health Center. A referral is not an implication that CHS will pay for the care.

Specific rules and regulations regarding the administration of the CHS program are designed to meet the needs of the population served. Because the CHS program is the payer of last resort, specific eligibility criteria are mandated.

Eligibility Requirements
ANY PERSON WHO IS A MEMBER OF the Red Cliff Tribe or descendent living within the Red Cliff Contract Health Service Delivery Area (CHSDA), which comprises the County of Bayfield, in the State of Wisconsin, is eligible for Contract Health Services. And, any Native American from a Federally recognized Tribe who resides on the Red Cliff Reservation is also eligible for CHS provided they have adequate documentation to support their claim.

Contract Health Service is not available to Native Americans who reside outside the CHSDA; they are eligible for direct care at our Health Care Facility. Direct care is available at no cost to Indian people. However, insurances or other 3rd Party Payers will be billed.

Students: full time students (vocational, technical, academic) are eligible for CHS if they were eligible prior to leaving for school.
